Location of Leiden University

The programme, which is unique in the world, is a combination of public air law, private air law and space law, both from an international and a European perspective.

The one-year programme is aimed at law graduates who wish to pursue an advanced master's study at postgraduate level, as well as legal practitioners in internationally operating companies or organisations. The programme has a clearly defined European dimension and, without neglecting academic levels, pays specific attention to professional applications, particularly through its internship requirements. In addition, you will get a fair amount of research practice during the courses. Admission is limited to a fixed number of students.

Contents

The LL.M. (Adv.) programme is available in the following three versions:

1. LL.M. (Adv.) Full-time and Part-time Programme

The programme runs from late September to mid-August, with the summer months being devoted to the internship and the writing of the LL.M. (Adv.) thesis. Graduation takes place by mid-September.
In addition to the in residence full-time programme, a part-time version exists, consisting of the same courses as the full-time version, spread over a maximum of 2.5 years.

2. LL.M. (Adv.) Blended Learning Programme

Starting in September 2005, a blended learning version of the LL.M. (Adv.) programme is offered. Blended learning is a combination of distance learning and face-to-face learning. Participants largely work from their homes or offices and communicate with the teaching staff through Internet, using various new teaching techniques.
Participants come to Leiden three times during the course for a period of two weeks, in order to follow classical teaching and to complete documentation.

The two-week periods are scheduled so as to coincide with parts of the normal LL.M. (Adv.) curriculum, i.e. from late September to early October, in the second half of January as well as in the latter part of April (detailed schedule depending upon the final LL.M. (Adv.) schedule). Thereafter, students write their thesis `at home´, and graduation takes place early in September, jointly with the participants in the normal LL.M. (Adv.) curriculum.

3. Modular

All courses listed in the full-time programme can also be taken on a single-course (modular) basis. The course fee per module is between 2,500 and 3,000 euro. In order to qualify for admission, prospective applicants must show an already existing interest/participation in aeronautical or astronautical activities.

Programme Course Content

  • Public Air Law
  • Private Air Law
  • Principles and Practices of Legal Scholarship
  • Space Law and Policy
  • Air Transport Competition Law and Policy
  • EU Aerospace Law
  • Capita Selecta Space Law and Policy
  • Internship
  • Thesis

Optional courses

It is possible for students of the LL.M. Advanced programme in Air and Space Law to follow one or a maximum of two courses from one of the Leiden Law School´s other three Advanced LL.M. programmes, in addition to the core curriculum. The complementary courses would need to be agreed with the Programme Director before or during the course of the degree programme.

In exceptional cases, and again in consultation with the Programme Director, it may be possible to replace one of the core courses with another LL.M. Advanced course. The additional courses are included on the academic transcript issued upon completion of the degree. In view of further developing practical and professional skills, students also benefit from the (compulsory) Internship Programme.

This programme has a workload of 60 ECTS.

You are normally required to take an English Proficiency Test if you come from a non-English speaking country.

Most European Universities recognise the IELTS test.

Requirements

All applicants should:

  • have completed their full law degree (offering access to legal practice) with sufficient knowledge of international law [1]. Some prior knowledge of Air and Space Law is certainly an asset, but is not compulsory. In addition, candidates for the blended learning version of the Advanced Master's programme must have at least five years of professional experience in the field of air and/or space activities, as the programme is specifically designed for experienced professionals;
  • demonstrate a sufficiently high performance in a general law programme, validated by marks on their university degree/transcript and accompanying mark criteria, and letters of recommendation from current or previous professors and/or employers;
  • have sufficient knowledge of European Law and international organisations. Applicants whose legal studies did not include these subject areas may be admitted provided they take the compulsory supplementary teaching offered;
  • demonstrate a keen interest in aviation and space activities and the legal implications thereof, illustrated by, for example, a letter of motivation, past experience related to the subject i.e., professional experience, publications, conference papers;
  • have proven English-language proficiency, validated through a TOEFL test (600 paper based/250 computer based or 100 Internet based) or IELTS test (7.0), occasionally complemented by a telephone interview. Students who do not meet this level of English but have a minimum score of IELTS 6.0 or equivalent, may be offered a place on the programme on the condition that they attend a two-month pre-sessional English course at Leiden University.

[1] A full law degree is considered a degree that gives access to the legal professions in the country where the degree was obtained. Where specialist expertise is required to assess the level of degrees obtained by applicants, the expertise of the International Office or the Nuffic (Netherlands Organization for International Cooperation in Higher Education) is sought.

NOTE: Admission to the programme is limited to a fixed number of students (no more than 30 each year in total). Since this field of law is highly specialised, the Institute prefers to limit student intake (including Blended Learning), to be able to devote sufficient time to each student and provide for in-depth class discussions.
