THE EMPM PROGRAMME: FLEXIBLE IN CONTENT AND ORGANISATION
The Executive Master of Public Management (EMPM) programme is aimed at experienced professionals from the private, the public and the non-profit sectors. Too often, leaders in government, business, and civil society have a thorough understanding of their own fields, but lack the necessary experience and conceptual knowledge to effectively manage projects, budgets, teams, or changes in general. Moreover, in times of growing internationalisation and Europeanisation, managers need to have cross-sectoral management skills and the ability to shape and actively control complex decision-making processes. The EMPM programme helps to better understand these trends while - at the same time - allowing the participants to better cope with individual challenges they face in their professional fields.
The EMPM combines inter-disciplinarity, internationality, inter-sectorality and practice-orientation. It combines economics and social sciences to further students' understanding of complex governance challenges and management solutions. The participants work on international case studies and discuss phenomena against the background of their own work experience. Also, experts from the public, private and non-profit sectors regularly report on current issues and discuss them with students.
The flexibility of both timeframe and content enables each participant to adapt the programme to his or her individual needs. Participants can either study full-time over a period of one year or complete the programme over a period of two years if they wish to study part-time while working. Participants in the EMPM programme choose an individual area of concentration: "Leadership and Management", "Financial Management and Methods" or "Intersectoral Management".
The academic year of the Executive Master of Public Management (EMPM) starts in September with courses running until June of the following year. The curriculum includes 46 days of presence, with approximately 20 days per year falling on weekdays. Courses take place in blocks of two or three days each. This arrangement enables students who live and work outside Berlin or even outside Germany to participate in the programme.
FULLY ACCREDITED PROGRAMME - GROUNDED ON STRONG PARTNERSHIPS
The EMPM is a fully accredited programme (ACQUIN) and a joint degree of the Hertie School of Governance and the University of Potsdam. Following a framework agreement with the Federal Ministry of Interior (BMI), 30 officials from German Federal Ministries participated in the programme since 2008. Cooperation agreements with Copenhagen Business School (CBS), ESCP Europe and the University of Bern allow EMPM students to visit courses at these schools and vice versa. KPMG supports the EMPM programme with an endowed professorship.
EMPM PARTICIPANTS
Our participants are experienced professionals from regional, national or international administrations, as well as from the private or the nonprofit sector. Just as varied is the students' academic background, ranging from political and social sciences, law and economics to natural sciences and other disciplines. 20% of our students have pursued a PhD.
On average, participants are 36 years of age and have a work experience of 9 years. The great majority of students participates in the two-year programme, which allows them to study while working. Some participants travel to the courses from places as far as Brussels, London, Moscow or Warsaw, to name only a few.
COMPACT TRAINING AVAILABLE: EXECUTIVE SEMINARS & CERTIFICATES
For professionals whose time constraints inhibit them from enrolling in the master´s programme and for those, who would first like to get an idea of the EMPM Programme, the Hertie School of Governance also offers compact training of only three or eleven days by way of the Executive Seminars and Certificates. Here, professionals can acquire key public management competencies in areas such as leadership, financial management, intersectoral management, public sector modernisation, or communication management. All credits earned within the Certificate programme can be transferred to the EMPM, should participants consider enrolment in the master´s programme at a later stage.
The programme is divided into fixed modules: Eight compulsory core courses in the field of Governance and Management (Module 1 and 2), three electives from the chosen area of concentration (Module 3) as well as two additional electives (Module 4), two practical skills courses as well as a one-week workshop in Brussels or Copenhagen (Module 5) and the Master's thesis (Module 6).
In Module 1 ("Understanding Governance"), participants learn about traditional and current governance challenges. The different kinds of actors operating in inter-sectoral networks are analysed, as well as the impact this phenomenon has on modern policy-making. Governance is not only analysed in an international and inter-sectoral perspective or with a focus on the interaction between various institutions from the same sector, but the intra-organisational aspect is tackled just as much.
In Module 2 ("Management: Concepts, Instruments and Finances"), participants learn to critically analyse and deal with various dimensions of management. Participants are provided with an overview of the key concepts of strategic management, performance management, and human resource management, focusing on the underlying theories and main concepts. Participants also learn to assess and design measures and instruments necessary for long-term success. Moreover, this module elaborates on key issues of financial management in general and the public sector in particular.
A particular advantage of the EMPM programme is the wide range of electives, which suits the participants' diversity of backgrounds and interests. The electives deepen the knowledge conveyed in the core courses. Participants choose five out of more than fifteen electives offered each year. While three of the chosen electives (Module 3: "Concentration") must be from one of the three Areas of Concentration ("Leadership and Management", "Financial Management and Methods", or "Intersectoral Management"), the other two electives (Module 4: "Complement") can be chosen from any of the Areas of Concentration.
The Professional Development module (Module 5) provides participants with practical training in areas such as presentation, team-building, project management or negotiation (skills courses) and gives them an in-depth-insight into either the day-to-day work in the European context (Workshop in Brussels), or into certain fields of the Danish public management system (Workshop in Copenhagen).
Last but not least, participants complete their studies in the Master's Thesis (Module 6) which they mostly write in cooperation with a practical partner, often with their employer.
In each module the participants receive credit points in accordance with the European Credit Transfer System (60 ECTS in total). There is no final examination.
You are normally required to take an English Proficiency Test if you come from a non-English speaking country.
Most European Universities recognise the IELTS test.

Applicants must have completed a higher education degree. Most applicants hold a degree in a subject closely related to public management (i.e. social science, economics, law etc.), but the EMPM programme accepts and welcomes other academic backgrounds (natural sciences etc.).
Professional background
The EMPM is aimed at professionals with at least two years of professional experience (in the current EMPM group, the average work experience of the participants was 9 years). We welcome applications from public administration (including international organisations and European institutions), the private sector as well as the non-profit-sector.
Language skills and required verification
The language of instruction at the Hertie School of Governance is English. Candidates must be fluent in English; a good understanding of German is an asset, but not a precondition for admission. If you can provide proof of a substantial work or study experience abroad, you may not have to provide a language test. Short-term study abroad, au-pair home stays or language school certificates will not be accepted as test replacements.
The Hertie School of Governance recognises the Cambridge CPE and CAE tests, the IELTS as well as the TOEFL tests. The school code for the TOEFL test is 8874. Test results may not be more than two (2) years old. For your orientation, the EMPM admission requirements may be met by one of the following scores: TOEFL (PBT 550, CBT 220, IBT 80), IELTS (overall score of 6,5), CPE (C), CAE (B).
You can submit your application to the EMPM programme, even if your language test is not yet available. However, please note that admission cannot be issued without proof of your language skills. We therefore advise all applicants to submit your results as early as possible.

The EMPM is a fully accredited (ACQUIN) programme. The Hertie School of Governance is an accredited and state-recognised institution of higher education in Germany.
Most students will be sponsored by their home institutions, which will cover all or part of the costs. A limited number of scholarships (full/partial tuition waivers) are available within the EMPM programme. The funds will be granted with a view to the quality of the application, the diversity of the student body and the financial need of the applicant. A selection committee, composed by Staff and Faculty members of both Hertie School of Governance and University of Potsdam will decide about admission and stipends. These fees only account for a small percentage of the overal annual budget of the School. The main part of the budget is provided by the Hertie-Foundation.
Applications for scholarships must be submitted online after the submission of the online application form by 15 March 2012. In view of the limited number of scholarships, candidates should seek alternative sources early.
EMPM candidates may also apply for scholarships of various institutions and foundations.
Apart from scholarships, financial support is also available through student loans. As the Hertie School has been added to the master designation list of educational institutions for Canada and the United States of America, we are authorized to certify "in-school" loan deferment applications for students from the U.S. and Canada.
In 12 of the 16 German Länder legislation allows employees to attend continuing education courses (paid educational leave – Bildungsurlaub) for several working days per year with no loss in earnings.
In Germany, tuition fees are also tax-deductible as professional training expenses.
