The Postgraduate Studies in ICT, IP & Media Law programme provides a one-year comprehensive and in-depth study of European ICT, IP & Media Law. It distinguishes itself from existing programmes through its focus on interdisciplinary perspectives (ranging from technological and economic studies to socio-political, cultural, and media studies) and on problem-oriented learning and practical skills training (offering an internship as well as a specific skills course module).
Its highly individualised approach, whereby students are appointed a personal tutor for preparing tasks and papers, makes this postgraduate programme unique in Europe and beyond. Participants may choose a professional stream, including a field internship, with the emphasis on acquiring up-to-date knowledge and professional legal skills. Or, those wishing to acquire fundamental insights in the field of ICT & media law research may prefer a research stream with a research-oriented internship.
Course lecturers and coordinators are Prof. Jos Dumortier and Prof. Peggy Valcke (K.U. Leuven), both leading European experts on ICT and media law. To answer the need for specialised training, the faculty is drawn from a wide array of academics, government officials, civil servants from such institutions as the European Commission and national regulatory authorities, as well as leading practitioners. In this way, the programme offers academic quality and added value both to graduate students wishing to cap their curriculum, and to practitioners in search of top-quality, cutting-edge expertise.
Students will have the opportunity to follow the introductory week on European law organized by the law faculty for its various LL.M. and advanced studies programmes.
The programme´s structure consists of three compulsory intensive course blocks (3 weeks course modules and 6 weeks task preparation) and an internship, either a field internship or a research internship.
Each of the course blocks offers a specific expertise to the students, which - together - will enable students to function at a high level in a professional ICT & media environment.
Within the first course block "European ICT & Media Law" the modules will offer students an overview of the international and European legislative frameworks with regard to ICT & media (and touch upon national law elements where relevant); the task - a research paper - will teach students to independently apply theoretical principles to existing and emerging issues.
Within the second course block "Interdisciplinary perspectives on ICT & media law" the modules will confront students with related disciplines that have a significant impact on the legislative and regulatory frameworks in the ICT & media sector. In particular, students will gain insight in technological, economic, and socio-political trends. The task - an interdisciplinary position paper - will teach them how related disciplines can feed into a legal analysis, given that a thorough understanding of ICT & media law can only be achieved if perspectives from different disciplines are taken into account.
The third course block "Case-studies & skills" will focus on the practical application of the different theories studied in the first two course blocks. Two types of modules will be offered in this course block. First, a number of case-study modules or "legal clinics" will present recent developments and rising legal issues. These modules will teach students how to apply and interpret existing legislation and regulation with regard to concrete, emerging phenomena. A second type of modules will teach students a number of practical skills (oral and written) which are of particular importance in the ICT & media sector, such as drafting ICT contracts, interconnection negotiation, performing market analysis procedures, or building and defending a human rights media case. Students will be able to elaborate on one of these skills during the task.
In order to provide students with the possibility to put the theory they acquire into practice, the programme offers an internship. Students will be offered the choice between a field internship, in a company or institution in the public, private or non-profit sector (for instance in a leading ICT or media company, law firm or regulatory body), or a research internship, at the Interdisciplinary Centre for Law & ICT (ICRI), with a view to developing a research idea and proposal. The field internship will focus on professional skills and will prepare a student for a professional career; the research internship will focus on academic skills and will prepare a student for an academic career.
You are normally required to take an English Proficiency Test if you come from a non-English speaking country.

More informationIn order to guarantee a high level course, participants are required to have obtained a Law degree which gives access to legal practice in their respective jurisdictions (e.g. Master degree or LLB degree). Exceptions may be allowed on the basis of specific circumstances and after an evaluation of the participant´s background, level of knowledge and experience and skills. In order to assess whether applicants have a sufficiently advanced knowledge of (or in exceptional cases experience with) legal notions, principles and frameworks, the selection committee may require the submission of a short paper linked to an ICT or media law related issue.
It is not required to be familiar with ICT & media law; an interest, however, in these subjects is of course expected.
