Location of University of Helsinki

A Joint European Programme on Changing Functions, Policies, and Operations of Higher Education in a Comparative Perspective. Offered by three of Europe’s leading Universities and part of the Erasmus Mundus Programme.

In cooperation with the University of Helsinki (Finland) and the University of Aveiro (Portugal), the Faculty of Education at the University of Oslo is proud to offer a joint, 2-year European Master Programme in Higher Education. The programme ranks amongst the very first Joint Degrees to be offered in Europe. Through spending a period of studies at the three host universities, students are given the unique opportunity to experience, first hand, three distinct university systems and national cultures. They are also able to study the field of higher education as taught by the leading edge of European researchers within the field. Upon sucessfull graduation, students within the programme are given a rather novel degree by not one but three of Europe’s leading research-intensive universities.

Content-wise, the programme provides students with a solid basis for analysing and critically assessing change processes at all relevant levels in higher education. Through the eyes of various disciplinary perspectives and the introduction of general disciplinary concepts and theories, the programme discusses and analyses change processes in higher education originating both inside and outside the traditional institutional and national frames. Institutionalised higher education goes back at least to the early Middle Ages and has survived many fundamental changes in its socio-economic and politics contexts. However, this traditional pillar institution of society is today facing major challenges. Examples include, but are not limited to, the following developments:

* The recent (re-)discovery by international bodies and agencies, such as UNESCO, the OECD, the World Bank and development aid organisations, of higher education as a crucial sector with respect to creating sustainable socio-economic development and strengthening cultural consciousness.
* The growing attention for the quality of teaching, research and services, both nationally as well as internationally.
* The increasingly prominent role of universities in the ‘Europe of Knowledge’ and the global competitiveness of European economies.

Over the years, the programme has attracted students from more than 40 countries from far away places such as the archipelago of Vanuatu (in the Pacific Ocean), India, Mexico, Brazil, Spain, Canada, Ghana, China, etc. The programme builts upon an innovative e-learning platform based on the audio recording of lectures, interviews with leading researchers, student/alumni blog entries, electronic reader, etc. Students also take full advantage of the various educational and networking events organised by the programme commitees of the three host universities, in Norway, Finland and Portugal. There is a number of limited places in this highly internationalised program.


Contents

The programme consists of four semesters. The first semester provides the students with an introduction to the history and philosophy of higher education, the main theories, concepts, and the range of disciplinary perspectives of relevance for studying higher education through a multi-level approach. Additionally, the first semester includes an introduction to social science research methods and statistics.

In the second and third semester the students continue their studies in research methods and statistics, as well as an in-depth focus on change in higher education from a range of perspectives. The latter is provided in the form of three specialization modules each of which is developed and offered by various academic staff members of the involved universities and research centres.

In the third and fourth semester the Master degree students will work on their thesis. The majority of the field work and writing of the thesis will take place during the fourth semester.

A semester abroad
The programme is a joint degree programme, thus students study a significant part of their studies at each of the three partners universities.

The mobility path of the programme is as follows:

* 1st semester: University of Oslo (Norway) HEM 4100 and HEM 4210 (30 ECTS credits)

* 2nd semester: University of Helsinki (Finland) HEM 4220 and (Research) Methods (30 ECTS credits)

* 3rd semester: University of Aveiro (Portugal) (Research) Methods and HEM 4230 (30 ECTS credits)

* 4th semester: University of Oslo/University of Helsinki/University of Aveiro HEM 4390, 30 ECTS credits

IELTS

You are normally required to take an English Proficiency Test.

Most European Universities recognise the IELTS test.

Requirements

Admission to master’s degree studies requires:

* a completed bachelor’s degree comparable to a Norwegian bachelor’s degree
* a specialization defined by the programme
* a grade point average (GPA) of C or better from the specialization in your degree.

In addition applicants to master programmes offered in English must fulfil the language requirements by one of the test/exams listed below.

* Passed examination in English foundation course (140 hours/5 periods per week) in Norwegian upper secondary school with a minimum grade of 4 (or an equivalent grade from a Nordic upper secondary school) or alternatively passed examination in English from second and/or third school year.
* TOEFL test with a minimum score of 550 on Paper-based test, or 213 on Computer-based test or 80 on Internet-based test
* IELTS (academic) test with a minimum score of 6.0
* Other documentation based on individual assessment.

Applicants must make sure to have a valid test at the time of admission. TOEFL must be documented with original sent directly from ETS to the University of Oslo. The University's code number for TOEFL is 0756. IELTS must be verifiable online.

Accreditation

Finnish Universities are accredited by the law. Universities are responsible for the quality and continuous development of their education and other operations. Legislation also requires them to regularly perform external evaluations of their operations and quality systems and to publish the results of such evaluations. Finnish HEIs decide on their own quality systems, and the comprehensiveness, functioning and effectiveness of the systems are evaluated in the audits, which are valid for six years.
