PROLAW® is a one academic year LLM program offered by the School of Law at Loyola's campus in Rome, Italy. PROLAW® provides its students with the specific knowledge and skills they need to become qualified and effective rule of law advisors in national and internationally sponsored initiatives to improve the rule of law in developing countries, countries in economic transition and countries recovering from violent conflict. Although the course gives students sound understanding of theory, it is first and foremost practice-oriented.
The degree consists of 27 academic credits. At present, except for Rome residents, only a full time option is available. Our inaugural class started in September 2011 with classes finishing in April 2012. Students are expected to complete a thesis by the following October.
In order to give the students an opportunity to develop expertise in one or more of the substantive areas of rule of advisory work, courses have been organized around substantive contexts, which are commonly the subject of rule of law initiatives. Thus, while the learning outcomes of all the courses are aimed at enabling graduates to perform certain tasks which rule of law work entails, topics such as judicial reform, achievement of gender equality, civil and penal law reform, commercial law reform, legal empowerment of the poor, aid for trade, climate change preparedness, human rights and financing of justice reform will be used to contextualize the curriculum.
A visiting lecturer program complements the curriculum and provides an opportunity for PROLAW® students to dialogue with rule of law practitioners from around the world about their institutions and work. Representatives of the United Nations, the international financial institutions, leading NGO's, and individual development experts and practitioners take part in the series.
The PROLAW® curriculum began taking shape through an analysis of what rule of law advisors actually do. This led to the identification of task-related learning outcomes. The curriculum was then designed to include the knowledge and skills, which students will need to be able to meet the learning outcomes. This approach has resulted in a program, whose every aspect is designed to prepare students for rule of law practice.
The School of Law invites applications from legal professionals around the world who already hold a first degree in law from an accredited university. Our student body consists of dynamic and highly motivated recent law school graduates, legal practitioners, judges, and law school faculty with a demonstrated interest in rule of law or a related subject and who are passionate about making a difference in the world through promoting global peace and justice. Lawyers and judges from developing countries and staff of NGO's and development organizations working on rule of law and legal and justice reform issues are all encouraged to apply.
The PROLAW® curriculum includes theory, but is practice-oriented. The learning outcomes are based on an analysis of the actual tasks that rule of law advisors typically do. A research and writing component generates publishable works, which will contribute to the growing body of scientific literature on rule of law and its promotion. Learning assessment focuses on application of the relevant knowledge and skills in accordance with pre-established and published criteria. One course will be offered on-line from Chicago.
Each subject approached through case studies examining a range of substantive areas. Thus, topics such as judicial reform, achievement of gender equality, civil and penal law reform, commercial law reform, legal empowerment of the poor, aid for trade, climate change preparedness, human rights and financing of justice reform will be prominent in the curriculum.
A visiting lecturers' series supplements the core curriculum. Visiting lectures from many parts of the world with experience and perspectives in rule of law work spend up to two days each with the PROLAW® students. This builds greater understanding of the range of rule of law work currently underway and sparks interest in focused areas of rule of law practice. Representatives of the United Nations, the international financial institutions, leading NGO's and individual development experts and practitioners are taking part in the series.
The program also aims at establishing a network of institutional links to help students secure rule of law advisory positions or internships after successful completion of the program.

The PROLAW Visiting Lecture Series supplements the curriculum of PROLAW. Loyola University Chicago has invited rule of law professionals from development agencies, non-governmental organizations and other universities to share their experiences with future rule of law leaders and the rule of law community at large.
You are normally required to take an English Proficiency Test if you come from a non-English speaking country.
Most European Universities recognise the IELTS test.

We encourage applications from all over the world and aim to ensure a geographically balanced student body consisting equally of exceptional young men and women.
Other academic degrees and demonstration of excellence both in academic and professional settings will reflect favorably on the applicant, as will proven interest and experience in rule of law matters or any official responsibility for rule of law matters in the applicant's employment background. The language of instruction is English and applicants are expected to demonstrate sufficient proficiency.

Language Test Requirement
An official TOEFL or IELTS score report is required for international applicants whose native language is not English. For the TOEFL, a score of at least 100 on the Internet-based or 600 on the written-based test is required. For the IELTS, a minimum score of 7.5 is required. Copies and faxes are not accepted as official documents; we must receive test scores directly from the testing service.
This requirement is waived for those who have completed a four-year U.S. bachelor's degree program or those who are citizens of or have completed a bachelor's degree at a recognized institution at which the language of instruction is English in these countries: Canada, the United Kingdom, Ireland, Australia, or New Zealand.

There are limited scholarships available to PROLAW at current and students are encouraged to secure their own sources of financial support. If PROLAW manages to secure any further scholarships during this year, they will be made available to a few exceptionally qualified admitted students who are likely to make a sustained impact in the rule of law through their work and who have demonstrated that they have made best efforts to secure their own support for the Program.
