In public sector institutions, decision behaviour can be contradictory to the model of decision assertion. Political opportunism, administrative postulates, economic efficiency and legal framing conditions can collide. This leads to a system paralysis in several areas. Thus, functions in governance and organization of institutions are only working limited and decision makers are losing legitimation. As a consequence, there is a lack of numerous resources for governmental and social tasks. Decisions, which are resignation solutions made of improper compromise thinking or situational compulsion, are often contra functional and lead to unsolved problems in modern society or institutions. Therefore, society is in need of professional decision makers who have an eye on the diverging requirements and are aware of the consequences of their actions. Students of this master degree will be able to create own standards of evaluation, learn to generate new alternative solutions and learn to make decisions situational-, problem- as well as stakeholder equitable.
Based on interdisciplinary expert knowledge, the master programme “Professional Public Decision Making” aims at conveying comprehensive competence for young executives in public institutions. The programme includes not only analytical skills and normative authority, but also communicative competences. Because of the diversity of contents and methods which are part of decision making in public sector institutions, all of the following aspects will be discussed: Philosophical, economical, political, cultural as well as jurisprudential problem analysis, solution concepts and implementation approaches. It is important to mention that the focus is not only on theoretical knowledge, but in particular on practical appliance in tutorials.
All courses of this study programme will be taught in German. So, applicants from abroad should pass the "TestDaF" exam (German as a foreign language).

1st year

* Normative ethical and economic perspectives
* Political scienctist and jurisprudential perspectives
Advanced courses in
* Decision theorie and Decision making / Training
* Ethical and legal frameworks in public sector decisions
* Economical and political frameworks in public sector decisions
2nd year
* Decision Making / Empirical methods and findings
* Interdisciplinary projects
* Practical training (length: min. 8 weeks)
* Closing module/ Master thesis and colloquium
Work practicals
Obligatory internship (practical training) of 12 weeks (minimum), recommended within the lecture free time after the 3rd semester (2nd year).
Semester abroad
Desirable in the 3rd semester.
A first Bachelor or comparable (or higher) degree in jurisprudence, philosophy, political science, business administration, economic science, macroeconomics or closely related fields from a university or “university of applied sciences” with a regular value of 180 ECTS points with a final grade of 3,0 is required.
English level B2 Common European Framework of Reference for Languages
German language abilities which fulfil the generally valid conditions of the University of Bremen.
