The opening of the "Human Rights and Democratic Governance" program was initiated by the UN Department Program and supported by Public Policy Department of SU-HSE. A working group composed of representatives of five major Russian universities (HSE, Moscow State University, MGIMO, Russian State University of Humanities, and Russian University of Peoples' Friendship) was created to develop and promote the program. The program was the first of its kind in Russia and is analogous to the European Master's in Human Rights, taught at the consortium of 41 European universities.
The program has been supported by a number of prominent human rights activists and NGO representatives both at regional and national levels. Besides being the first ever course on human rights in Russia, this program is innovative in many other ways:
* inter-university video connection-based courses will become part of the curriculum
* students will be able to have internships at partner NGOs or governmental organizations that deal with human rights, e.g. Ombudsmen's offices at local and regional levels
* one of the main aims of the specialization is to deepen theoretical knowledge in the sphere of human rights and combine it with research work and practical activities
HSE Master Program in Political Analysis and Public Policy with concentration in Human Rights will provide students with deep theoretical knowledge, strong analytical skills and practical experience in human rights research, monitoring, advocacy and litigation. Human rights experts will be able to work in state institutions of human rights protection, regional and local administrations, social welfare offices, non-profit organizations, including human rights NGOs, international human rights organizations and international treaty bodies.
Students are expected to accomplish extensive readings of literature on theory and practice of human rights protection, learn and provide deep analysis of case-law of international bodies and Russian courts under supervision of HSE professors - experienced lawyers, handling cases in European Court of Human Rights and UN Treaty bodies, research in contemporary human rights, practice in Russian NGOs and state bodies.
Today the HSE Master Program in Human Rights is the only one, where all professors, in addition to their outstanding academic records, have been the leaders or staff attorneys of the most prominent Russian NGOs for long period of time. This enables our graduates to combine high level of academic research with practical skills in advocacy, socio-legal and political studies, campaigning, promotion of human rights domestically and internationally.
Our master's program is based on the best experience of Master's Programs in Public Policy around the world. We are constantly developing and improving the program and involve in the teaching process representatives from the leading Russian, European and American universities, most influential think tanks and renowned international organizations. You are normally required to take an English Proficiency Test.
Most European Universities recognise the IELTS test.
Take testAdmission to the program is portfolio-based, rather than exams-based. The main documents that should be presented by the applicant include:
* motivation letter,
* CV,
* official certificates or diplomas (if applicable) proving the applicant's achievements in the sphere of policy analysis, human rights, etc.,
* letters of recommendation (if applicable) from think-tanks, NGO leaders, governmental bodies, research tutors,
* certificates of grants or awards (if applicable),
* copies of publications and major research projects (if applicable),
* certified copy of the employment record book (if applicable).
Besides that, applicants should provide language proficiency certificates in English (IELTS, minimum score of 6.0, or TOEFL, minimum score of 4.0) or French (DELF/DALF or TCF/TEF, minimum level of B2). If the test results are not available, applicants must take a pass/fail exam in English between June 1st and July 25th.
