The Public Economic Management and Finance (PEMF) specialism works from the macro down to sectoral and firm level in order to build the confidence of students as economists. The approach is practical and introduces theories as appropriate to solve practical problems. Students analyse practical cases, using real data as far as possible to provide excellent experience and develop required skills in public economic and finance management.

The programme includes development of understanding of the role of the state in managing the economy and public finances; managing monetary, exchange rate, fiscal, trade and environmental policy; budgeting, fiscal decentralisation and working with the private sector; and, designing, planning, financing and evaluating projects.

Who is the programme for?
This specialist pathway enables public sector economists, planners and administrators to update their skills in a rapidly changing field. It also enables non-economists to acquire skills in the analysis of public economic and finance management to enable them to pursue careers within these areas in international development.

This specialised pathway comprises the following modules:

* Development Management (20 credits)
* Public Economic Management (20 credits)
* Managing Public Money (20 credits)
* One of the following two modules (20 credits)
- Introduction to Development Projects
- Making Policy
* Choice of optional modules (40 credits) – choose from over 25 IDD modules plus others from across the University
* Organised overseas study visit to investigate cutting-edge issues and learn from detailed discussions with policymakers and practitioners
* Dissertation (60 credits, MSc only) – you focus in depth on a topic of particular interest, with support from a dissertation supervisor

Learning, teaching and assessment
The programme uses a range of learning and teaching methods including short lectures, group work, group and individual presentations, individual study and exercises. Each module is assessed differently using assessments that include 2,000–3,000 word essays, group projects, presentations, exercises and exams. A 10,000–12,000 word dissertation is also required for the MSc award.

Skills gained
Students will gain:

* Knowledge of how to apply practical techniques of economic analysis
* Experience of working with economic data, particularly for their own country
* Writing skills to produce well structured and coherent essays and reports, making good use of references.
* Oral presentation skills
* Ability to access material from different sources including policy documents and other publications from governments and international organisations, documents from the internet, and from academic journals.
* The capacity to interpret and make use of material from the above sources

Requirements

Candidates should have a good Honours degree, or equivalent from an approved university (or an equivalent professional qualification in a related field).
