The International Master on Public Administration and the Coordination of Transition (IMPACT) is a two-year master programme initiated by Radboud University Nijmegen, Corvinus University Budapest and the University of Ljubljana, all of which have a long experience with teaching in public administration. The programme focuses on the key issues of today's administration. The state can be a positive force in society, but it must move with the times.

The programme is based on the following four pillars:

  • Multiple perspectives. To find effective solutions for society's problems, no single perspective will suffice. The programme will acquaint students with insights from various academic disciplines (e.g. sociology, economics, law and ethics) and knowledge about various approaches to problem-solving.
  • International experience. International experience is both a personal asset and the key to a more thorough understanding of the challenges facing public administration. IMPACT students will spend at least a semester at each of the three participating universities. They will visit places that have distinctive traditions of public administration and different areas of expertise.
  • Building a professional community. Most traditional programmes are focused solely on the individual. In this programme, students will go through a joint programme and travel to the same places, allowing them to share experiences and build up a professional community of outstanding public servants.
  • Flexible specialization. Within the programme, students will have the opportunity to specialize in topics of their choice early on. Elective courses and the master thesis together make up 40% of the programme, allowing students to choose from among the wide offer of specialist courses at the participating universities.

Contents

The first three semesters will each consist of six courses: a starting seminar, three core subjects, an elective subject and a project seminar. The fourth semester will consist of electives and the master thesis. Students will in principle start in Nijmegen, go on to Budapest, then to Ljubljana and then to a university of choice.

Core courses

The core courses are organized along three types of themes, which will return in each semester: Policy analysis, Policy challenges, and Transitions in government. Each of the core courses consists of three parts; each of these parts is studied in one semester: e.g. Policy analysis: semester 1, Nijmegen: Comparative Public Administration; semester 2, Budapest: Comparative Policy Analysis; semester 3, Ljubljana: Evaluation of public policy and EU. And like this every core course.
