The Master of Public Policy (MPP) at the Academy of Government will provide you with the conceptual, analytical and practical skills needed to successfully deal with policy and governance challenges in complex settings. Bringing together cutting-edge research, world-class teaching and close relations with government and parliament, the Academy of Government offers you a learning environment that is truly at the interface of academia and practice. Inspired by the spirit and principles of the Scottish Enlightenment – freedom of thought, a willingness to challenge conventional wisdom and the desire to increase our understanding of the world – the MPP provides you with the skills to become a leader in public service.
The MPP runs full-time over 15 months. The programme consists of two semesters of public policy courses; a Capstone Project, which includes a 3-month policy placement; and transferable skills courses in leadership, team-working, impact, communications and quantitative methods.
The programme has three components. The first semester provides a Foundation in the basics of public policy analysis, with courses in the politics, economics, analysis and international dimensions of public policy. The second semester provides Specialisation in key policy areas, including environmental policy, health and international development. The final section of the MPP focuses on Application, using your policy skills to complete a Capstone Project.

You will undertake an integrative project that explores an existing public policy problem with a view to designing a strategy to address that problem. Your Capstone placement will last for 3 months, and you will work in a public or non-profit sector organisation. On completing the placement you will write an analytical report of professional quality which you will present to academic staff and students, as well as the host organisation.
The MPP provides future public leaders with both the theoretical and conceptual frameworks and the practical skills needed to be a successful public servant in the 21st century. The MPP draws on the cutting-edge research and teaching expertise of the Academy's faculty and the close relations we have with the Scottish Government and Parliament. The result is an environment for study that is at the interface of policy and practice.
The MPP builds in a clear and strategic way through three stages:
Foundation: in the first semester students will lay strong foundations for their MPP through training in four key areas: Politics of Public Policy, Economics of Public Policy, Analysis for Public Policy, and International Dimensions of Public Policy.
Specialisation: in the second semester students will build on those foundations and gain specialist knowledge in specific areas of public policy: European Public Policy, Environmental Public Policy, Public Health Policy,International Development Policy, Educational Policy and Social Policy.
Application: for the remainder of the 15-month programmes, from May until November, students will apply the knowledge and skills they have developed to a specific public policy challenge or problem. This will be done through the MPP Capstone Placement during which students will undertake a placement with a relevant policy organisation (i.e. government, parliament, European institutions, international organisations, NGOs, think-tanks, lobbying organisations) and produce a final dissertation-length professional analytical report.
Throughout the MPP students will also be trained in quantitative methods and, through attending various skills workshops, will sharpen their analytical capabilities and their knowledge base. Developing confidence and judgement throughout the programme our MPP graduates will be able to embark on public policy careers with the skills required to become the outstanding leaders of tomorrow.
