Location of University of York

The York MPA has been designed to support the current public service modernising agenda and is the product of partnerships within the Worldwide Universities Network, a consortium of Higher Education institutions which brings together leading academics from around the world. This international perspective, combined with expertise from the Departments of Management, Politics and Social Policy at the University of York, ensures our MPA is intellectually stimulating, reflective of contemporary global issues and relevant to a wide range of public & voluntary organisations.

The MPA programme offers public sector practitioners the chance to undertake an accredited degree directly relevant to both their current role, and future career development. Our study programme provides a framework for participants to reflect on their professional experience whilst developing their capacity to manage strategically within complex and often turbulent public service environments. The combination of rigorous teaching and a truly international `learning community,´ (supported by diverse student recruitment), provides a distinctive insight into the global trends that affect public institutions, as well as experience of best practice from around the world.

Whilst the York MPA is academically demanding and intended to challenge, we provide participants with an intensive system of personal support which we know is crucial when combining post-graduate study with a demanding career.

In addition to our MPA degree, we are also able to provide a range of short courses tailored to clients´ needs.

We are excited by the challenges that lie ahead within the public and voluntary sectors and hope you will join us in tackling them.

The MPA provides professional development for those working in the field of public services management, or those wanting to develop a career in this area. The programme is equally relevant for individuals working in Non Governmental Organisations, charities and those from the private sector.

The programme focuses on the organisational and governmental contexts within which public services are delivered, and the skills required for successful administration of public service programmes. Themes running through the programme include:

* How the social, political and economic context in which policy is made impacts on the delivery and implementation of services
* The structures and processes of governance and administration, including relationships between citizens, consumers, users and the state
* Global trends in the modernisation of these processes

The online MPA is a closely supported, interactive programme built on substantial experience at York of providing distance-based degrees for busy professionals. It comprises three stages Certificate, Diploma and Masters, with each stage lasting for twelve months. This is based on the assumption that the majority of students will be in full-time work and studying part-time, (at the rate of one module per term). It is possible for students to complete the programme at a faster rate if personal circumstances allow.

Participants are registered for the postgraduate Certificate in the first instance and then progress after successful completion to the next stage. As the York MPA has been designed with maximum flexibility, it is possible for participants to take a break between stages, or elect to stop the programme at the end of a particular stage.

After completion of the compulsory foundation modules, students can choose which elective modules are taken. Guidance is also provided for those wishing to pursue a particular field/path of study. For those students electing to take the full Masters, an Independent Study project is part of the curriculum. This can be tailored to a particular field of interest.

Each module requires approximately 10-15 hours of study time per week, although you are not expected to be online for all of that time. Participants spend around a third of their time online, with the rest of the time spent completing `private study´ activities and reading. Participants are expected to log on three times a week to contribute to the online discussions.

A gentle word of warning, although the programme is flexible in that you decide when and how you study, the curriculum is as rigorously academic as any of its campus-based counterparts. It requires a regular time commitment, and participation in weekly discussion groups. (You can take part in the weekly discussions at any time to suit your routine). The group discussions help build a strong learning community and so adds to the value of the programme.

Teaching on the online programmes is provided by a combination of online tutorials, group work and discussions.
