The Master of European Social Security is a specialised, highly research based programme, dealing with the area of social security in its broadest sense. The programme provides an in-depth study of social protection from a legal, economic sociological, administrative and philosophical perspective. As well as being multidisciplinary, the programme also contains a strong comparative element and a multinational element as it focuses on the provision of social protection rights across Europe. This gives its participants the opportunity to understand the many different approaches to social security that co-exist within our old continent. At the same time it provides them with a better understanding of their own national system. The programme also includes the careful study of the role of international bodies such as the European Union.

My profile

Students should have a good knowledge of his/her own social security system and its reality, they should be able to formulate research questions and to carry out corresponding research in the area of social security. They should have an open attitude towards other scientific disciplines and other national social security systems.

He/she may be acquainted with social security by study. Acquaintance with the own social security as a result of practical experience however, e.g. by working in a social security administration is considered to be an advantage. Some previous exposure to European social affairs and/or foreign social security systems is also welcomed.

The students should have good English language skills. There are no special arrangements made for improving this language while following the programme.

Career prospects

Masters of European Social Security are professionally active in a social security related area (social or private insurance institutions, social administrations, social and economic policy-makers).


Contents

This one-year full time programme contains 4 compulsory courses, 2 elective courses (to be chosen out of 4 proposed elective courses) and a master thesis. It combines contact teaching with distance learning. Students study in Leuven for two short periods during the year and prepare the remainder of the courses at home.

The content of the courses focuses on the European and international level and has a high comparative character; the courses also cover various disciplines: economics, law, sociology, social policy, … and a master thesis has to be written from a comparative and multi-disciplinary perspective.

Students who follow the programme on a part time basis will participate during the first year in the 2 sessions in Leuven and have to succeed their compulsory courses, while they take their elective courses and write the master thesis during the second year.

The following initial attainment level should thus be reached:

In their monodiscipline participants should be able to formulate research questions and to carry out corresponding research in the area of social security. They can collect relevant information about their own social security system and evaluate this information as to its quality and relevance for the research questions dealt with. They can critically evaluate national social security research of others within their monodiscipline . They can form their own opinion in social security issues, motivate it with scientific arguments and formulate their opinion in a debate with others.
An open attitude towards other scientific disciplines and towards other national social security systems is expected.

The required level of initial attainment should be reached in a social security-relevant scientific discipline. Only exceptionally, persons with an academic education in other disciplines can be admitted; this will only be the case when the concerned person shows a long-term experience in the social security area and when he/she has shown in that capacity to be able to carry out social security relevant research.

The applicant should also show a good knowledge of his/her own social security system and its reality.
He/she may be acquainted with social security by study; acquaintance with the own social security as a result of practical experience with it, e.g. by working in a social security administration is considered to be an advantage. Some previous exposure to European social affairs and/or foreign social security systems is also very much welcomed.
The students should have a good knowledge of the English language. There are no special arrangements made for improving this language while following the programme.

You are normally required to take an English Proficiency Test.

Requirements

Applicants for this Master must have a university degree, obtained after at least four years of study in one of the following fields: law, criminology, economics and applied economic sciences, political sciences, sociology or communication sciences, public health, medicine or dentistry.
More specifically, this means that they need a Master degree (or equivalent degree). Applicants must also have taken at least one course (equivalent to a minimum of 5 ECTS credits) relating to social security in order to obtain this university degree. In exceptional cases, especially when the applicant shows long-term involvement in social security, persons with another academic degree may be admitted upon motivated request.

The order of admission to this advanced master programme (selection) is determined by the scientific research capacities of the applicant (as showed by his/her study and/or research record), the possible experience of the applicant in the social security area (e.g. as administrator) and the openness of the applicant to other disciplines and other national contexts as well as his/her European orientation.
A good proficiency in English is an absolute prerequisite and should be evidenced by the applicant. A fair distribution between male and female participants as well as between the various countries of origin will be aimed at.

This Master of European Social Security is limited to a maximum of about 35 participants. A group of about 10 students per year is considered a minimum. The minimum and maximum numbers of participants are determined in function of the way this programme is conceived. Considering the fact that the emphasis is on working in smaller groups (of about 4/5 students), at least two of such groups should be possible (a.o. for questioning each other). The maximum number is also linked to our highly interactive approach. Our restricted number of staff also does not allow the individual guidance of a high number of participants.
