In a society which is becoming more and more globalized, high-performance workplaces require multi-skilling, to solve problems in a professional way and to facilitate multiple interaction in European and International contexts. This applies to civil servants as well as those who work in the public sector at large. Whether in state or local government, international, European or EU organizations, or any institution (public or private) providing citizens with public services, the same applies, as the selection procedures for jobs in the public sector demonstrate.

The Master in Economics and Management of the Public Sector (EMPS) aims to prepare students to work effectively with a variety of stakeholders in complex, multi-faceted public organizations. Graduates will be capable of taking responsibility for the effective and efficient management of resources, to work productively with other public servants, to solve legal problems, to acquire and use the relevant information, to communicate in writing and orally, and to work with information technologies. They will thus receive the education necessary to succeed in a competitive job market and to pass the selection procedures necessary to pursue a career in the public sector, at a local, State, European or International level.

The Master in Economics and Management of the Public Sector aims to train professionals interested in entering administrative areas of governmental departments, governmental administrations, territorial institutions and associations, private institutions and foundations with public responsibilities, as well as private companies working in contact with public administrations.

Thanks to the courses international and European approach, this professional will be able to find a position also in international organisations, institutions or agencies (with particular reference to the European Union), as well as in non-profit organisations or in the field of international development.

The Master is constructed in order to create managers capable of facing high responsibility and coordinating complex projects:

* in all public administration organisations and companies that work with them
* in non-profit organisations
* in controlling or public auditing societies
* in consultant societies
* in international and European organisations and companies that work with them
* in non-governmental organisations
* in diplomatic representations

Working students can obtain their degree in three years instead of two. Teaching material will be posted online, including slides and audio-visual material, in order to facilitate distance learning. The university also provides excellent facilities for small group learning to assist students in improving the required languages, Italian, German and English.

Contents

In the Master in Economics and Management of the Public Sector there are 12 subjects that are worth a total of 91 credit points (CP). There are a further 29 credits for the following:

* 8 CP for optional courses chosen by the students, provided that they are related to the degree (*);
* 15 CP for the final degree thesis;
* 6 CP for a compulsory internship.

(*) The School Council decides every year which optional courses will be offered by the School.
For the main teaching activities, 6 hours of teaching are worth 1 credit point.
There are exceptions for practical seminars (eg laboratories) and courses in which the interaction between lectures and practical sessions are particularly intensive and for which a higher number of teaching hours and of laboratory activity are foreseen. One should always consider the minimum limit of the hours for the individual study and other educational activities according to art. 5, 2nd paragraph of the DM 16.3.2007.

The language used in teaching each subject (Italian/German/English) will be announced at the beginning of the academic year.

Except for the language courses offered by the Language Centre of the Free University of Bozen/Bolzano, teaching takes place on the main premises of the Free University of Bozen/Bolzano, at the School of Economics and Management in Universitätsplatz/Piazza Università 1. Students have to choose 2 of the following subjects for 12 CPs:

* Economic policy and government intervention
* Accounting Performance Measures in the public sector
* Management and organization of international institutions
* Finance of regional and local administrations
* Law of international institutions

Students have to have certified knowledge of the courses official teaching language in order to be able to sit the end of course exam.

Requirements

The Masters is open to students holding a 3-year or 4-year Bachelor Degree, and while catering especially to candidates holding degrees in Economics, Law and Political Sciences, we also welcome students with other degrees, as noted in the admission regulations.
Admission is restricted and class sizes will be small (25-30 students).
