The Master of Public Service and Administration (MPSA) program develops principled leaders for the public and nonprofit sectors, providing students the tools and knowledge they will need in order to perform effectively and ethically in a time when public servants face new and increased challenges.


MPSA students have ample opportunities to engage in public service and to develop leadership skills both inside and outside the classroom through interaction with high-level public leaders, real-world consulting projects, student organizations, and the School's Public Service Leadership Program.

MPSA graduates leave the Bush School ready to make a difference, whether they choose to work in government, non-profit organizations, or the private sector.

Programme Structure

Students choose a track in either public management, nonprofit management, or public policy analysis, and are encouraged to select an elective concentration in one of the following areas: analytical methods; education policy and management; energy, environment, and technology policy and management; health policy and management; international nongovernmental organizations; security policy and management; state and local policy and management; or they may design an individualized concentration in conjunction with their advisor.

    The TOEFL – or Test OF English as a Foreign Language – offers a paper-based test (PBT). The final, overall PBT score ranges between 310 and 677, and is based on an average taken from the three test components (listening, structure, and reading).
